Postal Services
The framework offers the provision of postal services in order to ensure that EU compliant arrangements are available to the public sector. The framework agreement exists as a multi-source option, thereby providing choice and competition. The framework agreements are available for a two-year duration with the option for two one-year extensions, dependent upon performance. This will give Buying Solutions and end-users opportunities to monitor both performance of service providers and developments within the market place. Sufficient flexibility has also been incorporated into the framework agreements to allow new products and services to be incorporated as they become available. Buying Solutions recognises that this will be an emergent and evolving marketplace and that the proposed framework agreement duration should therefore be sufficiently long enough to encourage potential service providers to invest in the development of their infrastructures to satisfy public sector demands whilst maintaining appropriate levels of buy-side flexibility. Within each framework there is the flexibility for an individual customer to negotiate a price to reflect its own operational mail volumes and circumstances, using the mini-competition approach.
