The European Flag indicates that the Framework Agreement was awarded in compliance with the provisions of Directive 2004/18/EC (the "Consolidated Directive"), as enacted in England and Wales by Statutory Instrument 2006 No. 5 and in Scotland by Scottish Statutory Instrument 2006 No.1. A standstill period between communicating the award decision and conclusion of the Framework Agreement was observed, thereby complying with the provisions of the Directive and the Alcatel judgment. No standstill period is necessary for purchases made under the Framework Agreement.
